Introduction This article is based on findings from a study commissioned by the Social Work Inspection Agency in Scotland (Aldgate and McIntosh, 2006). The study informed a wider review of children looked after by local authorities (Social Work Inspection Agency, 2006). Before the study was commissioned, little was known about the provision of kinship care for children formally looked after in Scotland within the Children (Scotland) Act 1995. At the time the study was undertaken (2004-2005) there were around 1,600 children looked after in kinship care in Scotland, approximately one in ten of the looked after population. By 2008 the numbers had risen to over 2,000, around one-seventh of all looked after children. Reasons for the increase are not totally clear but seem partly related to the rise in substance misuse problems among parents.
